Maybe there'd be an implied licence to use the maps etc only for the purpose
of fulfiling the software licence, but not to use them as separate artistic
objects.

Yes - that seems like it would work.

Hmm - I haven't thought about this enough to be certain, but it's hard to see
how someone could use/distribute an open source game without effectively
using and distributing the maps within it.

I wonder what the legal consequences would be?

Seemed to work for Id Software when they open sourced the code of DooM
& Quake, but retained the copyright on the original game bit maps...
