Yes. I believe http://cvs.sourceforge.net/viewcvs.py/cctools/cctagutils/ would be the place to add support for other formats (currently only mp3 is supported for embedding), assuming Python code is useful.
We'd certainly use any contributions in future versions of CC Publisher.
Of course Python wrappers can easily be created for anything that needs to be implemented in C.
