I understand why this is not suitable for creativecommons: Most people
simply won’t need the raw files, but the requirement to keep the raw
files around would keep many people from publishing or re-using under
cc by-sa.

For programs (and anything which needs the GPL) a source-requirement
is needed to get a reasonable measure of reusability. For most
cultural works, that would be a deterrent for reuse, simply because
most users of the works won’t be able to keep up with that and would
walk very insecure legal territory when they decide to finally throw
away those old raw files because they need more space on their hard

Or when they just do a quick remix of two or three videos and only
have little webspace available.
