I strongly disagree that it would be optimal.
CC-by would then lose *any* chance of being considered a license
suitable for releasing Free works.
A work cannot be really Free (as in freedom), if its commercial use or
distribution are restricted.
So, no, in my own personal opinion, it would be the *opposite* of
optimal, if CC-by did *not* grant permission to use, copy, modify,
and/or redistribute for commercial purposes.
