So, if I read you right, the GPL seeks to control these while BY-SA doesn't. Is that a fair statement?

I don't believe so.

The GPL isn't interested in work it finds itself alongside. It's interested in work that derives from it. For code, the FSF seem to use linking as their basic definition of derivation. They've had to expand this definition as people have tried to get cute with it.
