I agree it would add extra overhead that could kill some projects.

I'm not vehemently in favor of the idea myself.
I can see the reasoning for having the requirement.
It seems to only make sense under CC-ShareAlike as an extra option.
So it really only adds one extra license to the mix.
Perhaps, to keep things clear, it might be presented as a
new and separate license. CC-DerivationProject would be a license
that is CC-SA plus transparency. which at least would prevent people
from accidentally selecting the option when they don't really want it.
