Objections to the "users may not" suggestions (above):

1) Selling verbatim copies of the materials may be necessary if someone
wants to distribute them en masse - e.g. to a large public school system, or
create a package to distribute to private schools. This would mimic what we
see in the Red Hat model, as applied to distribution of Linux.

2) Classrooms can be (and are often) 'distributed'; this will become more
and more the case, over time. Distance education, and informal adult
educational programs of all kinds permit independent study outside of the
'traditional classroom'. Also, those who want to learn on his/her own,
independent of formal educational programs, should be permitted to freely
use open source educational materials - in, or out of a classroom.
