I heard back from Pool, and they are also supportive and may have some code for me to work with. I'll update the proposal to reflect this as well.

Hey that's great to hear that you are submitting a proposal to
update the Creative Commons Drupal module for Google Summer of Code
2009.
Yes we want to give our work on this module back to the community.
James is our lead developer and is just about ready to roll out a cc
licence selector that you will be very interested to see.
I am sure he will be happy to have a conversation with you about
sharing its further development in public.
I have cced the rest of our team as your approach is welcome news
for us.
If I can help in any further way please don’t hesitate to ask.

Hello,

I'm submitting a proposal to update the Creative Commons Drupal
module for
Google Summer of Code 2009. I've been infomed that you've done some
work on
incorporating Creative Commons support into your website. Is the module
you're using available as free software? Just trying to make sure
I'm not
duplicating efforts and redoing something you've already done. I'd much
rather build on top of than replicate...
