First you low-level format the floppy with
fdformat (which is a BL3 command) and then
you put a filesystem on it. Normally, BL3
puts ext2 filesystems on floppies (mke2fs
is a BL3 command); however, if you prefer
to put a different type of filesystem on
the floppy, you will find other options in
Slackware 4.0 (mkdosfs is in the bin.tgz
package in the /slakware/a3 directory).

There is no need to compile mkdosfs.
The executable is in the bin.tgz package.
I suggest you download that package from
Slackware 4.0 (it's in the /slackware/a3
directory) and unpack it (tar -zxvf) in
a temporary directory. Then go into the
archive's sbin directory and copy mkdosfs
into your BL3 /sbin directory

You won't have a mkfs command. You'll have
mke2fs (from BL3) or mkdosfs (from Slack4).
Don't forget to do fdformat first.
