Would an svgalib image viewer work for you instead? You can set svgalib to not use a mouse at all.

seejpeg is small (about 100K) and views jpeg gif ppm bmp targa.
It needs libvga.so.1 and libc.

zgv has more dependencies (libvgagl libjpeg libpng12 libtiff libz in the glibc 2.2.25 version that I compiled). There is a zgv package at the old BL1 site (works with BL3 if you add libvga.so.1 from SW4.0 and libvgagl.so.1 from SW or the BL site - BL1 already has libvga). The SW4 libvga is old and may not work on some newer video chips. There is a more recent uclibc-zgv which someone else compiled that requires uclibc libraries (libvga and three libc libraries).

These viewers are keyboard controlled. (zgv can use a mouse if you choose to).

BL1 comes with viewjpeg. What format are your images?
