I assume you mean BL3. It was designed for root
use, not user.

This is only an issue if you try to run BL3 as a
non-root user (which I do not recommend).

Yes, that is where the home directory is set. The
init routine (from busybox) does not set the $HOME
directory automatically.

It's not a bug. It's a feature.

BL3 has no multiple-user implementation. It is
designed to be run as root.

The reason I put the passwd package in the BL3
add-ons was to enable users to put a password
on their root login. I realize that some people
are using it to create non-root accounts, but I
do not recommend that. However, anybody using
BL3 for a non-root account, should definitely
remove the HOME=/root line in /etc/profile.
