Does /user/ have to reside in /home/user or will just /user work?

The home directory is set in /etc/passwd.
For example:
----------------------------------------
george::1000:100::/home/george:/bin/bash
----------------------------------------
The user's home directory is /home/george
The user's default shell is /bin/bash

I just ran adduser for BL3 and looked in /etc/passwd

I chose Enter as the password and that is encoded as
user:mZKM7ButJxqAQ:500:500:Linux User,,,,:/home/user:/bin/sh

For root there is no passd:
root::0:0::/root/:bin/sh

Should I change it to
user::500:500:Linux User,,,:/user:/bin/sh
so as to put user in /user and log in without password?
