This is pretty common in Dell computers, actually. So far, nearly all
of their desktops that I've seen, and the mini-towers, all use a "riser
board", which plugs into a socket on the main board. Dell servers all
seem to use a more conventional design.

This does have some advantages. Oftentimes, there's a simple lever to
pull all of the cards up out of the case, all at once. It also lets
them do some different geometry with the case, too.

On the down side, it basically means that a Dell case is useless for
anything but a Dell motherboard, and that a Dell motherboard often
won't fit well into a new case. And occasionally the riser board won't
seat right, giving the machine all sorts of fits, if it will boot at
all.

Other companies have done this from time to time, especially in their
smaller-sized cases.

Hope this informs,
Anthony Albert
