Restricting posts to 2 (or 3?) a day sounds like a great idea!

If someone feels strongly about their post, they can send it on the next
day, but it will give them time to rethink and maybe rephrase!

This can be done while the moderators go ahead with their plan of "keeping a
slightly tighter grip on the reins", especially when it comes to the tone of
posts.

That's a bit of an anti-climax, or a cop out. I am a list member on opera-l,
which is devoted to discussions about opera. The potential there for trouble
is much larger. What takes care of most of it is that members are
automatically restricted to up to 2 posts a day. Anything beyond that just
gets automatically bumped back to sender without the moderator(s) having to
keep any grip on the reins.
