This is the only instance of a ritual of water pouring that I can recall
aside from Nu 5.16 ff. to which I don't see it as being related. Does
anyone have any insight on this?

The text is quite clear: " miyyom shevet haaron b'qiryat y'arim..." etc
that the subsequent events took place, that is, it was the start of the 20
years mentioned.

I did neglect to mention Lam 2.19 where it reads

I don't think the incident at Mt Carmel with Elijah has any bearing (some
consider it to be homeopathic induction of rain though I don't agree).
Perhaps closer might be the Deuteronomic injunction to pour out the blood
of a slain animal upon the ground in Dt 12. 24
