That's one way of looking at it. Another is that the 70 years began with the
exile of Jehoiachin (see Ezekiel 1:1-2), which was in 597, or even with the
death of Josiah in 609, which is 70 years before the conquest of Babylon by
Cyrus.

The Temple and its function was integral to the city of Jerusalem, not
necessarily the city itself. Are there any scholars who hold to the position
you take that the fall of Jerusalem to the Babylonians occurred in 609 BCE
which I believe is the date you are proposing?
