I don't agree that Isaiah 53 refers to an expected savior.

Whoever he is is right there. His actions occurred in the past.

As for 56:9-11, I suspect this is not Deutero-Isaiah any more,

Trito maybe.

Cyrus shall call a nation that he does not know,

And that nation will come running to him.
That nation is Israel.

Cyrus is the witness to the peoples of

the steadfast love that YHWH bore David and

of the eternal covenant.

Cyrus is the proof.

This - today - is the day of Noah (54:9),

the rainbow was proof in Noah's day. Cyrus

is the proof in Isaiah's day.
