I think it is reasonable to assume that a place named
Bethel was conceived of as having a physical sanctuary there.
I would presume a sanctuary to EL.

On a different note, the text mentions El Bethel,
and there is a god Bethel at Elephantine.
What would it imply to have a god named Bethel?
