This is totally generatable. We can do a query across the pages and
check what fields are empty.

What is not considered complete?

If there's neither a Summary nor a Theoretical and practical relevance section, the page is "metadata only".

If it has a Theoretical and practical relevance section but no Summary it should definitely be marked for improvement.


Is Last_call what this type of page is called on Wikipedia?

There isn't an equivalent type of page on Wikipedia; we should look at review and quality control processes in other SMW wikis. We have multiple "boxes" so

align where possible with the procedure on wikipedia...

Or in many cases the smaller WikiMedia projects; we are not at the scale of English Wikipedia.


Looks like there is some usage of a tag "needs summary"

But, looks like summary is not a property, so can't query for if a
summary exists:

Can we fix that? 

It's the key issue in this case.
 
Similarly, "Theoretical and practical relevance" should be a property.

So, we can author a few checks on this type of thing.

Which fields do we need to check? Are there missing ones?
