I like where this discussion is going. If you think you have a handle on how to implement this, or at least describe the problem please add your thoughts to the RoadMap:

Let's try to gather all these threads about good in-summary works-cited meta-data, automated or assisted reference look-up, a user-friendly path from reference to summary stub for that paper, etc.
