Lynn,

I contacted the MSAR Clinic instructor that gave reference to. I did some checking before writing. I called the Daytona Beach Police Department and talked with the Commander of Police Training (being a POST instructor can talk the talk). I learned that the DBPD Mounted Unit folder well over a decade ago and that the DBPD has never provided Search & Rescue training to any of its officers, as the fire department there does the searches for lost people.

This is what I wrote the Clinic Instructor:
"I realize that you are a former instructor for a law enforcement mounted unit, but I need Search & Rescue specific information that would reflect the course content and instructors are approved and accepted training by the Virginia Department of Emergency Management (VDEM). There have been many recent major changes within the certification and credentialing process for Mounted Search and Rescue Personnel in the State of Virginia and I need to insure that my team members would be receiving training that is VDEM/VASARCo approved or compliant."

When I got an email response back, I was very surprised to learn that NONE of the Clinic instructors were certified in SAR and not one of them had never been a member of a MSAR team. I do not believe there is a national list of MSAR Trainers other than what Una has put together from the teams within MSAR Riders.
