I hadn't heard of this law in CA, so I checked with my Sgt. He is also not
aware of it. Nor can I find it online in CA law references. Can you check
with your source and get me a legal reference so I can find that law?

BTW - there is an OES (state Office of Emergency Svcs.) incident # issued
for any kind of request for assistance, so there would indeed need to be
parameters for that kind of law. For example, if our local chopper wasn't
available, and not through Mutual Aid, we'd call OES. They'll send us an
Army chopper or something, and that incident will then have a state
reference number. Unless there was notably more escalation, it wouldn't
justify a mandatory release of trained volunteers by employers.

Locally we can pull deputies off other duties (patrol, jail) to add to the
SAR resources since a SAR is an immediate emergency. But you always need to
remain aware that whatever sources you tap will leave a gap with their
absence. SAR management of resources can be a bit of a juggling act!
