Would a POST_BUILD file be totally unnecessary, or might there be times when
a
spell might need something done between COMPILE and INSTALL that would be
treated differently? If the latter, then just have the POST_BUILD executed
after COMPILE and before INSTALL. (Then we might rename it
POST_COMPILE.) :^)
