I really have no idea what happened for you there. It's definitely
included in the system tarball, as I am looking at it right now. In the
system tarball, I can see the following:

Also, I installed it without having any issues with bash loading the
shared libraries. Did you maybe do something beyond just untarring the
system tarball as directed in the copy-base step?
