Well, lead developers commit more time to the project. They are required
to vote. They help steer the project. One who is a lead developer is
quite involved in the project. As such, they provide the best candidates
for a Component Lead. They've already shown their commitment to the
project, so they're not likely to give up and walk away. They've been
around long enough to acquire Lead Developer status, so they're familiar
with the project and how we do things.

I suppose you could see it as "just a step" but some are quite happy
with just Lead Developer. They don't have any specific responsibilities,
but they enjoy working on and leading the project.
