What portions of who's update? If you mean have our tarball creation
figure out certain updates from a package's HISTORY file, that sounds
like a lot more work (and more error prone) than asking our developers
to add a one-line entry to ChangeLog when they add, move, or remove a
spell.

That's the reason for including it in the grimoire changelogs for spell
removals or additions. I've also noticed that Eric's had to mention that
quite often in the p4 commits list. We should have some official
direction on this matter. Perhaps input from the Grimoire Lead? Forgive
me if this is written somewhere...

I looked it up on the wiki before writing the original email, there
seems to be no requirements regarding grimoire's ChangeLog file.

Our Guru Handbook has been needing an update for a while now as it is
missing some of our policy changes. ;)

Also, on a different subject, but related, I don't particularly like the
layout of that thing. It's difficult to parse. Not mechanically, but for
me mentally. Too much information and not organized in a sane format,
IMHO. But again that's not what this is about, just me venting some steam :)

I seldom read it and never update it unless I'm making serious changes
(like spells moving around), mainly because and I didn't find an easy
way to script this task and because I think it's mostly irrelevant. I
know I'm being selfish here, for which I apologize, but I can't see any
value in mentioning every new spell in grimoire's ChangeLog.

One point of including added spells is that users get feedback from
`scribe update` saying, hey, there's a new spell, maybe you should try
it out or maybe it's one you've been looking for.

Otherwise, they'll have to go check a web page or our P4 commits to
see what packages are added.

Also, to be 'complete', since we include deletions we should include
additions. :)
