I don't really know the details of how either system work, my
understanding comes only from what I remember of the past discussions.
CVS has problems doing some common tasks for the grimoire, one of which
is adding directories (aka sections). You need the cvs admin to add the
directory or something. OTOH, perforce is not free. This is a big thing
for some people, after all, how can we say that free software is so good
if we can't even do something so basic as host our development with free
software.

I don't like perforce much because there aren't any nice clients for it.
There is only a CLI and a web one, while there are a plethora of CVS
clients.
