Do you know if Sweden and others where this was tested used tires in
aggregate, on top of the highway? Or underneath?

wow, tires are a real puzzle, aren't they?

possible to make them differently so non-toxic?
what to do with them?
how about recycling tires into...
tires?!
given that the toxic nature is important to their function in some way (if
that is the case),
then, how best to use them for said purpose, again and again...
I wonder whether that would work.

Sweden has been using tires for highways for some time and found that it
poisoned the roadsides from runoff from rain and snow melt.

interesting ideas to toss around!

I'm thinking of an idea that maybe somebody could invent a way to
incorporate used tires in roads and highways? Seems like a fitting end for
them.
And that reminds me of an image I caught somewhere of a roadway that
transforms the vehicular action on its surface into energy.
That would be another huge plus...
Just thinking. Of course, wouldn't want to see a use of the tires that
created awful fumes of any kind, but roads and highways have already
devastated an area, I figure, so might be a fitting place for them to land?

I'm with Lawrence in that they exude toxins.  perhaps a large mycelium
layer cake which is innoculated with Oyster mushrooms.  definitely test any
produce for heavy metals.

I prefer not to use them if I don't have to.  If I had to, I would look at
options like windbreak fences with innoculated woodchip foundation to
sponge up and metabolize any leachate and perhaps even woodchip filling and
covering to keep them from collecting water and breeding misquitos.

other than that, something that immobilizes them away from water and UV
sunlight (similar to an earthship) would be on my list (inside a cob wall?)
all of these are fairly labor intensive, but if you have to use
them...what is the cost balance with paying to get rid of them?

this is purely ideas, no direct research or literature refs.

I love the sound of your human powered inventions!
Also, all the ideas for re-using tires.
My original meaning had been the idea of somehow breaking them down and
using them in a rebuilding of new tires?
Perhaps I'm showing my ignorance of the tire making process here.
But, what I meant to say here was how wonderful communication and creativity
are: things misheard/misunderstood often lead to things worth sharing.

Look forward to hearing about your design ideas for human powered gardening!

Not as road-ready and safe on inspected vehicles. Sure, recycle them on
slow moving equipment and devices where safety is not a consideration,
other than the toxicity one. You can buy, or fabricate yourself, all the
components of a utility trailer, wheel rims included, axles, springs,
etc etc. Make farm vehicles and use recycled tires on them.
Small, thin, large diameter tires, like motorcycle or bicycle tires
can be used on 4 wheel carts and wagons, garden carts and human powered
garden equipment, tillers, weeders, tilthers, etc. As Bill Mollison
said: the only limits to a permaculture (or homestead devices and
equipment) design is the imagination of the designer. This is one of the
most inspirational statements ever made throughout human history.

I have created designs for human powered garden equipment and hope to
fabricate and use some of these.
