Increase organic matter/tilth/drainage in your garden beds and make them
tall and wide with deep ditches between them that extend below existing grade.

It may be that slugs prosper in poorly drained low tilth/low organic matter soil.
I never have problems with them anywhere in the 3 1/2 acres of raised bed market gardens I manage.
