What would it take to set up a free peer to peer open source system of permaculture training, knowledge base, & access to resources?

The electronic information component of this is well on its way to being established, especially because of the efforts of a number of people on this list. But the information in itself is so much static unless it can be connected directly to real hands-on-training, education & skill-sharing.

A special interest of mine, is an Open Permaculture Project which would bring
permaculturists from all over the world to a web project where they could
submit
all sorts of PC information resources about their bioregion for others to
learn from.
This OPP could be a distributed information system consisting of many nodes
or websites;
a Virtual Permaculture Knowledgebase, Permaculture Online, our Earth as a
PermaSphere.
