The question is not whether it's legal to ship plant material out of a country, but whether it's legal to ship it into the receiving country. Such regulations vary both from country to country and according to the specific plant and type of material.

It is not to the benefit of the receiving country (or specific area within it) if diseases, other pests, or invasive species are shipped into the area. Such things can in fact do a great deal of harm.

It should be possible to find out whether it's permissible to send seeds of the given species from your particular area of India to the specific area in question of the USA. It would be an extremely good idea to check into this before shipping: not because of the law, but because of the risk of doing massive amounts of damage to the plant and/or animal life of the area you're shipping to. Even if Autumn Olive is common in the area you want to send to, there may be seed borne diseases prevalent in your area, to which plants in your area are resistant, but which might be a major problem if sent elsewhere. Please find out whether this a concern before shipping any plant material significant distances.

Just curious...isn't it illegal to mail seeds from other countries to the
US?
