If the tree sends up suckers, you can kill the whole tree if you spray the ground with Roundup or even Weed-B-Gon. It gets carried down to the roots and then the whole tree dies. I once killed a pluot that way. They seem to be extremely sensitive.

Have you considered mulch for keeping weeds down? We put down cardboard with a layer of lawn clippings on top, and nothing is growing through that. Around our blueberries, we have pine needles, and we've had no weeds but a few pine seedlings.
