I have 2 Evans cherries on their own roots (planted in 2005).  They are very
productive in Montana given their young age.  They haven't suckered yet.  I
understand that they begin suckering when they begin to decline.

My experience says it has nothing specially to do with decline, but I can see that that might also generate suckering.
I have about 2 dozen  Evans, bought 6 years ago as  clones from Lawyers, 25% of them sucker every year. Plenty enough to provide all I want to give away or use for grafting rootstock. They continue to sucker right where I dug up previous years, I cut the root on the tree side in early autumn to give each sucker a chance to self-root better, then dig it up in spring.
