There are two Evan cherries on one of the original homesteads up in my area. They were
originally planted in the1950's. They sucker profusely and still are doing quite well. I dug up
2 plants from there and there are doing just fine.

My experience says it has nothing specially to do with decline, but I can see that that might also generate suckering.
I have about 2 dozen  Evans, bought 6 years ago as  clones from Lawyers, 25% of them sucker every year. Plenty enough to provide all I want to give away or use for grafting rootstock. They continue to sucker right where I dug up previous years, I cut the root on the tree side in early autumn to give each sucker a chance to self-root better, then dig it up in spring.
