Surround is supposed to be good at keeping off bugs, but it doesn't do anything about scab or other fungal diseases, and it washes off in the rain. Maybe if you live in a dry climate, they would be comparable.

Of course, surround protects the leaves as well as the fruits. I can't imagine it would be practical (or good for the plant) to bag all the leaves.
