I have strong doubts that any foliar treatment would help, as damping-off is
soil borne. A common defense is strict use of resistant plants, which may
starve the responsible fungi. Taking steps to reduce soil pH might make the
soil less hospitable to the offending pathogen, but could also make it less
hospitable to what you're trying to grow.

A successful organic solution is to dampen a large patch of soil and cover
it with clear plastic before you would expect at least 30 days of hot
weather. This provides a strong degree of soil pasteurization in situ. The
resulting soil will be a very friendly harbor for the reintroduction of
seeds (most weeds, seeds, and microorganisms will die) and friendly
microbes. After the soil's been covered for the 30 or more days, introduce
compost you know to be pathogen and weed free, to inoculate the soil with
crop-friendly microorganisms.

Here in the central valley of California, soil solarization can be
accomplished in a few weeks. In cooler summer areas, it may take as long as
eight.
