Here in New Mexico use of the national forests is free but for
organized events a proof of insurance letter is required, and
obtaining insurance is a significant barrier to holding a one-
time training event. Some outstanding trainings have been
held at Philmont Scout Ranch, a huge property owned by the Boy
Scouts of America. Facility issues are why most years there
is no experiential training involving horses at our state
conference, and when horses are involved the training is at a
remote location. MSAR is not the only specialty with this
problem; high angle technical rescue teams also have a hard
time finding good locations for field training near conference
facilities.

I agree with Irv that the question to answer first is what
specific skills do you want to teach? All else follows from
that.
