Formally, F-1163-88 is a document published by the ASTM International
Committee on Recreational Equipment that defines how an equestrian riding
helmet should perform when the rider wearing it falls of, strikes an object
etc.

Manufacturers who sell equestrian riding helmets in the United States submit

samples of their product to the Sports Equipment Institute (SEI) which tests
them in accordance with ASTM published test methods to see if the product
meets or exceeds the performance required in the standards. Products that
do perform are given a label that says they are SEI tested to the ASTM
standard as of the date of manufacture, this is similar to the UL label on
electrical goods. The standards do change over time and are reviewed by the
ASTM Committee members every 5 years at the most to see if changes are
needed. Note that equipment designed and manufactured in England usually is
labeled by the BRS and these standards are not the same as ASTM. Also,
helmets designed for bicycle, mountain climbing, or other pursuits do not
meet the equestrian standard unless labeled as such.

A mounted patrol helmet should meet the fall protection standards but may
also have to meet National Institute of Justice standards for bullet
penetration for instance as a mounted officer may encounter hazards over and
above those encountered by a recreational or SAR rider.
