ASTM has two standards relevant to equestrian riding helmets: a test method
(F1446), and a specification (F1163) that incorporates the test method. The
specification also describes some features of labeling and the harness (chin
strap). The expected users of both standards are manufacturers, not
consumers. Neither of these standards say when to replace the helmet.

The SEI website has a note that says the helmet manufacturers recommend
replacing the helmet.

"Site Search" text box click on "Standards Search"; on the next page enter
the number (F1446 or F1163). The search results include links to title and
summary information, and you can order a copy of the complete standard for a
fee. Another way to get a copy is to ask your local public library to get it
for you through interlibrary loan (ILL). ILL normally is at no cost to you.
