The beet pulp was an omission, I managed to find some non-molasses beet pulp and have added that to his feed. Goal here is to add bulk/fiber to his intake without putting on weight.

Sounds like you are doing all the right stuff Chuck!! You might check out keithseeley.com for info on trimming the founder/laminitic horse. Good stuff from a great farrier.

Also beet pulp, rinsed and soaked, is a good weight control substance. Email me if you want more info on it's use. It is excellent for increasing or decreasing weight. Sounds counterintuitive but it works!!
