The National Animal Identification System (NAIS) home page is

My understanding is ear tags (probably with RFID chips embedded)
are being considered for cattle and other livestock primarily
because of the problem of finding and removing RFID chips (aka
microchips) placed under the skin or intramuscularly as is now
becoming common in pet animals. Internal chips can migrate from
where they are inserted, and in any case there is disagreement
about where on the animal a chip should be inserted.
