I would mulch it and not worry about it. The above ground growth may or may not freeze back; if it does, it'll grow again in the spring.

If this starts happening frequently, you might move your future planting dates a little later (I'm now aiming for late October into early November, instead of mid-October which used to be the correct date around here); if the top growth does freeze back, the garlic will lose the energy that went into producing it, and have to start over. But it should start over.
