Alison,
Thanks for the very insightful input. You are definitely one of our industries power voices and I appreciate all you do. I attended one of your group discussions at the SSAWG conference a few years ago and really enjoyed it.

I think this is a classic example of the government trying to do a good thing without knowing enough about it.  When it was first announced, we actually had NRCS agents attend our presentations and short courses at several conferences to get a handle on it.  Some agents took us aside to ask what WE thought they should use for criteria.  As with many programs, the interest of the particular agent/agents in the state/county made a difference in how it was administered, because they had, in many cases, not been given much direction. And, as with most human endeavors, most tried their best to do the best for their farmers, and some, the minority, tried to pretend yet another program to administer didn’t exist.  With the federal budget reductions, many county FSA and NRCS staffs are being “right sized”, which in some cases is necessary, and in others will mean the same or more workload with less staff.

If you got a hoophouse, wonderful!  If you didn’t, consider putting one up anyway.  You will be amazed at the quick return on investment a well managed high tunnel will give you.  Not to mention the enjoyment of growing during the “off” season.
