I think this example represents the dilemma well. If the folks in Washington tightly control the process, they are accused of ignoring local differences. But if they don’t control it from DC, they are accused of not being accountable.

 

In my experience in northern Illinois, it seems that local NRCS councils had a lot of discretion on implementation of the program. Some counties simply didn’t offer it. They just chose to pour EQUIP funds into other EQUIP programs. Others were very strong proponents of supporting the High Tunnel program. There seemed to be differences of opinions on whether there should be preferences for organic operations. And there seemed to be strong political persuasions in some counties. You can blame Washington for political gamesmanship, but it happens locally too, sometimes more blatantly. It’s an unfortunate element of the human condition.

I have heard some stories about the organic mandate but I think that is an OK specific situation. Mt agent told me they were favoring organic but not requiring it. . I am Certified Naturally Grown and I got in.
Would you rather those dollars went to Wall Street Banker's bonuses?

I did hear that 11 "farms" in my county received funding for a high tunnel.  Since I attend the only farmers market in my county, and no one there has a new high tunnel it really makes me wonder where those 11 farms are at.

I'm so happy that I work so hard for so very little so that I can pay my taxes to buy high tunnels for ?????
