I'd have to take issue with Mr. Salatin on this one.  :)

It's *very* important, especially with young vines, to maintain a vegetation free area at their base.  This can be accomplished with mulch, but there are other ways to do so and still be organic.

Soil is frequently tilled up around the base of the vine because it's necessary to protect the root graft from winter injury.  You don't have to "lay the soil bare" in the vineyard to do so; cover group can still be maintained for the majority of space between the rows.
