A second interesting idea....I had thought that vernalization...at least with garlic...required cold on the roots which wouldn't happen with refrigeration of bulbs only.  I find my self rethinking a few things-assumptions. I do know that garlic that I've stored in the frig...intended for food...that has sprouted and been planted in the spring does not bulb, but do fine as garlic scallions.  But that's also a spring planting and is at best a salvage effort.
I am really intrigued by this...does daylight length/intensity affect vernalization in garlic without cold and root development?

Re drought:  I have thought of you often since your posting about the drought which is my greatest fear.  I can manage nearly every agricultural annoyance...but drought..yikes.  In the summer of 1988 here, the last rain was at the end of April and the next one was Labor day; I had hoped to pump the creek on my farm and then the creek dried up too.  I had chicks born and grown that had never seen rain.  (pretty comical when the rain did come again)  I think that parts of me were dying as the crops did.  I have never taken the blessing of water for granted since.

 And so often, it's not the amount of precipitation, but the timing.  5 inches of rain over night and then none for a month is also a problem.
 Although we are worlds apart, I do wonder how you are coping. 

Shawnee, zone 5, whose Uncle said that there are 3 good days of weather a year and on those days you should get a case of beer and go ice fishing.
