No, I put both in a pot, bring to a simmer, usually for a few minutes, then leave on the hot ring and turn it off. Let cool and strain. If I have lost too much liquid, I will use distilled water to bring it back up to 2 cups. That way, it is always about the same strength. I have been using stevia for over 10 years now.

The standard recipe that I share with people is a half ounce of dry
stevia leaves to two cups of water, steep until cool, strain and use an
eye dropper for serving.
