I've done fall greens (broccoli raab, pac choi, tatsoi, mustard greens, radish) directly under row cover (no hoops), with no ill effects.

Actually, We've had row cover "abrade" cucurbits down to a bare stem and they never recovered.  Depends on the winds, I think.  We probably wouldn't put row cover on cucurbits without hoops.
