Rather than rebate a portion of the booth fees to
farmers who stay all season, have the market
invest the booth fees in a market season length
advertising campaign to promote more business
for all the farmers who stay all season long.

The specific ad tactics might involve durable
outdoor banners hung at the main entries to the town
where the market takes place, radio advertising
(surprisingly affordable in small rural markets and
smaller cities which are not part of major metropolises)
or regular newspaper ads (small ones).

If twenty farmers pool $150 fee, that's $3000.
Which buys some decent collective advertising.

A $75 rebate might allow the farmer to take a
spouse out for a meal and enjoy a bottle of
wine with the meal, but $75 does not buy much
advertising over the course of a growing/selling
season.
