It's my understanding that the flea beetles emerge from the ground and
jump upward to feed on our plants.......

That may be but all I know is with row cover (without any kind of mulch) flea beetle damage is kept way down and row cover + sticky traps mean almost zero flea beetle damage on arugula. This has worked for me and a lot of beds of arugula and spring mix for many years
